Whereas a draft of this Order has been laid before, and approved by a resolution of each House of Parliament pursuant to section 60(2) of the National Lottery etc. Act 1993(1);
Now, therefore, the Secretary of State, in exercise of the powers conferred on him by section 30(3) of the National Lottery etc. Act 1993, hereby makes the following Order:
1. This Order may be cited as the Millennium Commission (Substitution of a Later Date) Order 2000 and shall come into force on the day after the day on which it is made.
2. In section 30 of the National Lottery etc. Act 1993 (winding up of fund allocated under section 22(3)(e) for expenditure on projects to mark the year 2000 and the beginning of the third millennium), in subsection (1), for the words "31st December 2000", in both places where they occur, substitute the words "20th August 2001"(2).

This Order amends section 30(1) of the National Lottery etc. Act 1993 by substituting a later date, namely 20th August 2001, for the one for the time being specified there, namely 31st December 2000.
Section 30(1) provides that, in relation to any sum paid into the National Lottery Distribution Fund under section 21(2) of the 1993 Act after the date specified, section 22(3) (which allocates different percentages of such sums to the Lottery's various "good causes") shall have effect as if paragraph (e) were omitted and (subject to any order made under section 28 of the Act taking effect after the specified date and re-allocating sums in the Fund) as if correspondingly higher percentages were allocated to the other good causes. Paragraph (e) of section 22(3) is the provision that allocates funds to expenditure on projects to mark the year 2000 and the beginning of the new millennium. Thus the effect of section 30(1) is that no money is allocated to that good cause after the date specified, and the effect of this Order is to postpone that date until 20th August 2001.
Another Order, the Apportionment of Money in the National Lottery Distribution Fund Order 2000 (S.I. 2000 No. 3356), alters the percentages governing the allocation of sums paid into the Distribution Fund with effect from 21st August 2001 and makes connected provision.
1993 c. 39. Section 60 of the National Lottery etc. Act 1993 was amended by section 15 of the National Lottery Act 1998 (c. 22).
Section 30 was amended by section 6(7) of the National Lottery Act 1998.
