The District of East Dorset (Electoral Changes) Order 2002

  Made 29th August 2002 
  Coming into force in accordance with article 1(2)

Whereas the Boundary Committee for England[1], acting pursuant to section 15(4) of the Local Government Act 1992[2], has submitted to the Electoral Commission[3] a report dated April 2002 on its review of the district of East Dorset together with its recommendations:

     And whereas the Electoral Commission have decided to give effect to those recommendations:

     And whereas a period of not less than six weeks has expired since the receipt of those recommendations:

     Now, therefore, the Electoral Commission, in exercise of the powers conferred on them by sections 17[4] and 26[5] of the Local Government Act 1992, and of all other powers enabling them in that behalf, hereby make the following Order:

Citation and commencement
     1.  - (1) This Order may be cited as the District of East Dorset (Electoral Changes) Order 2002.

    (2) This Order shall come into force - 

Interpretation
    
2. In this Order - 

any reference to the map is a reference to the map marked "Map referred to in the District of East Dorset (Electoral Changes) Order 2002", of which prints are available for inspection at - 

any reference to a numbered sheet is a reference to the sheet of the map which bears that number.

Wards of the district of East Dorset
    
3.  - (1) The existing wards of the district[6] shall be abolished.

    (2) The district shall be divided into twenty-four wards which shall bear the names set out in column (1) of Schedule 1.

    (3) The wards shall comprise the areas described in column (2) of that Schedule by reference to parishes or parish wards or, where an area is not so described, the area designated on the map by reference to the name of the ward and demarcated by red lines; and the number of councillors to be elected for each ward shall be the number specified in respect of the ward in column (3) of that Schedule.

    (4) Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it shall be treated as running along the centre line of the feature.

Wards of the parish of Alderholt
     4. The parish of Alderholt shall be divided into two parish wards which shall bear the names set out in column (1) of Schedule 2; each parish ward shall comprise the area of the district ward specified in respect of the parish ward in column (2) of that Schedule; and the number of councillors to be elected for each parish ward shall be the number specified in respect of the parish ward in column (3) of that Schedule.

Wards of the parish of Colehill
    
5.  - (1) The parish of Colehill shall be divided into four parish wards which shall bear the names Colehill East, Colehill West, Lacy and Parmiter; and the wards shall comprise the areas designated on sheet 8 by reference to the name of the ward and demarcated by orange lines.

    (2) The number of councillors to be elected for the Colehill East parish ward shall be nine, for the Colehill West parish ward shall be four and for each of the Lacy and Parmiter parish wards shall be one.

Wards of the parish of Corfe Mullen
    
6.  - (1) The existing wards of the parish of Corfe Mullen shall be abolished.

    (2) The parish shall be divided into three parish wards that shall bear the names Corfe Mullen Central, Corfe Mullen North and Corfe Mullen South; each parish ward shall comprise the area of the district ward bearing the same name.

    (3) The number of councillors to be elected for the Corfe Mullen Central parish ward shall be eight and for each of the Corfe Mullen North and Corfe Mullen South parish wards shall be four.

Wards of the parish of Ferndown
    
7.  - (1) The existing wards of the parish of Ferndown shall be abolished.

    (2) The parish shall be divided into seven parish wards which shall bear the names Ameysford, Ferndown Central, Ferndown Links, Ferndown Links South, Longham, Longham East and Stapehill; and the wards shall comprise the areas designated on sheet 9 by reference to the name of the ward and demarcated by orange lines.

    (3) The number of councillors to be elected for each of the Ameysford, Longham and Stapehill parish wards shall be three, for each of the Ferndown Central and Ferndown Links parish wards shall be six and for each of the Ferndown Links South and Longham East parish wards shall be one.

Wards of the parish of Horton
    
8. The parish shall be divided into two parish wards which shall bear the names set out in column (1) of Schedule 3; each parish ward shall comprise the area of the district ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each parish ward shall be the number specified in respect of the parish ward in column (3) of that Schedule.

9. The parish shall be divided into two parish wards which shall bear the names set out in column (1) of Schedule 4; each parish ward shall comprise the area of the district ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each parish ward shall be the number specified in respect of the parish ward in column (3) of that Schedule.

Wards of the parish of Verwood
    
10.  - (1) The existing wards of the parish of Verwood shall be abolished.

    (2) The parish shall be divided into four parish wards which shall bear the names set out in column (1) of Schedule 5; each parish ward shall comprise the area of the district ward specified in respect of the parish ward in column (2); and the number of councillors to be elected for each parish ward shall be the number specified in respect of the parish ward in column (3) of that Schedule.

11.  - (1) The parish shall be divided into two parish wards which shall bear the names set out in column (1) of Schedule 6; each parish ward shall comprise the area of the district ward specified in respect of the parish ward in column (2) of that Schedule, and the number of councillors to be elected for each parish ward shall be the number specified in respect of the parish ward in column (3) of that Schedule.

12. The number of parish councillors to be elected for the parish of Moor Crichel shall be two.

13. East Dorset District Council shall make a print of the map marked "Map referred to in the District of East Dorset (Electoral Changes) Order 2002" available for inspection at its offices by any member of the public at any reasonable time.

Electoral registers
    
14. The Electoral Registration Officer[7] for the district shall make such rearrangement of, or adaptation of, the register of local government electors as may be necessary for the purposes of, and in consequence of, this Order.

Revocation
     15. The District of Wimborne (Electoral Arrangements) Order 1980[8] is revoked, save for article 4.

EXPLANATORY NOTE

(This note is not part of the Order)


This Order gives effect to recommendations by the Boundary Committee for England, a committee of the Electoral Commission, for electoral changes in the district of East Dorset.

The changes have effect in relation to local government elections to be held on and after 1st May 2003.

Article 3 abolishes the existing wards of the district and provides for the creation of 24 new wards. That article and Schedule 1 also make provision for the names and areas of, and numbers of councillors for, the new wards.

Articles 4 to 12 make electoral changes in the parishes of Alderholt, Colehill, Corfe Mullen, Ferndown, Horton, Pamphill, Verwood, Wimborne Minster and Moor Crichel.

Article 14 obliges the Electoral Registration Officer to make any necessary amendments to the electoral register to reflect the new electoral arrangements.

Article 15 revokes the District of Wimborne (Electoral Arrangements) Order 1980 (S.I. 1980/1128), with the exception of article 4.

The areas of the new district wards are demarcated on the map described in article 2. Prints of the map may be inspected at all reasonable times at the offices of East Dorset District Council and at the principal office of the Electoral Commission at Trevelyan House, Great Peter Street, London SW1P 2HW.
