EXPLANATORY NOTE

(This note is not part of the Order)

This Order amends the Driving Licences (Exchangeable Licences) Order 1999 (S.I. 1999/1641) (the "1999 Order").

That Order designated various countries and territories (the "1999 Countries") as having satisfactory provision for the issue of driving licences. A person who holds a licence issued by one of the 1999 Countries may exchange their licence for a corresponding British licence.

Among the licences issued by the 1999 Countries, which may be exchanged for corresponding British ones, are those which in turn have previously been exchanged for licences from other countries and territories listed in the Schedule to the 1999 Order. Among the other countries so listed is Kenya.

This Order amends the Schedule to the 1999 Order so as to remove Kenya from that list. The effect is that the holder of a Kenyan driving licence exchanged for the licence of a designated country or territory listed in the Schedule to the 1999 Order can no longer exchange that licence for a British one.

A regulatory impact assessment of the effect this instrument will have on costs of business is available from the DVLA, Drivers Policy Group, Unit 3, Sandringham Park, Llansamlet, Swansea SA7 OEP.

Copies of all the Orders can be obtained from the Office of Public Sector Information.
