This Order is made in exercise of the powers conferred by paragraphs 8(1) of Schedule 8 and 3(1) of Schedule 10 to the Traffic Management Act 2004(1).
St. Helens Metropolitan Borough Council has applied to the Secretary of State for an order to be made under these powers with respect to the whole of its area.
The Secretary of State has consulted the chief constable of the Merseyside Police in accordance with the requirements of paragraphs 8(3) of Schedule 8 and 3(4) of Schedule 10.
Accordingly, the Secretary of State for Transport(2) makes this Order.
1. This Order may be cited as the Civil Enforcement of Parking Contraventions (St. Helens) Designation Order 2008 and shall come into force on 12th January 2009.
2. The Secretary of State designates the whole of the area of the metropolitan district of St. Helens Metropolitan Borough Council as–
(a) a civil enforcement area for parking contraventions; and
(b) a special enforcement area.

This Order designates the whole of the area of the metropolitan district of St. Helens Metropolitan Borough Council as a civil enforcement area and a special enforcement area for parking contraventions for the purposes of Part 6 of the Traffic Management Act 2004.
A full impact assessment has not been produced for this instrument as no impact on the private or voluntary sectors is foreseen.
