The Secretary of State makes the following Order in exercise of the powers conferred by section 411(2) of the Communications Act 2003(1):
1. This Order may be cited as the Communications Act 2003 (Commencement No. 4) Order 2009.
2. Sections 272 and 273 of the Communications Act 2003 shall come into force on 31st January 2010.

This Order provides for sections 272 and 273 of the Communications Act 2003 to come into force on 31st January 2010.
Section 272 requires OFCOM to include in the licences for every licensed public service channel, the public teletext service and every licensed television service added to the list of must-carry services under section 64 conditions which it considers appropriate for securing the three objectives set out in subsections (2) to (4) of section 272.
