The Queen's Most Excellent Majesty in Council
Under article 41 of the Charter of the United Nations, the Security Council of the United Nations has, by resolution 2270 adopted on 2nd March 2016, called upon Her Majesty's Government in the United Kingdom to apply certain measures to give effect to decisions of the Council in relation to the Democratic People's Republic of Korea:
Her Majesty, in exercise of the powers conferred on Her by section 1 of the United Nations Act 1946(1), section 112 of the Saint Helena Act 1833(2), the British Settlements Acts 1887 and 1945(3), and all of the other powers enabling Her to do so, is pleased, by and with the advice of Her Privy Council, to order as follows:
1.-(1) This Order may be cited as the Democratic People's Republic of Korea (Sanctions) (Overseas Territories) (Amendment) (No. 3) Order 2016 and comes into force on 9th November 2016.
(2) In this Order, "the principal Order" means the Democratic People's Republic of Korea (Sanctions) (Overseas Territories) Order 2012(4).
(3) This Order extends to the territories listed in Schedule 1 to the principal Order.
2. The principal Order is amended in accordance with articles 3 and 4.
3. In the definition of "restricted goods" in article 3(1), in paragraph (c), for "Annexes I, Ia and Ib" substitute "Annexes I, Ia, Ib and Ig".
4. For article 10J(1)(a) substitute-
"(a)is owned, operated, crewed or flagged by North Korea;".

United Nations and European Union sanctions against the Democratic People's Republic of Korea are given effect in specified Overseas Territories in the Democratic People's Republic of Korea (Sanctions) (Overseas Territories) Order 2012 (S.I. 2012/3066), as amended. That Order was amended by the Democratic People's Republic of Korea (Sanctions) (Overseas Territories) (Amendment) Order 2016 (S.I. 2016/630) to implement sanctions adopted by the United Nations Security Council in resolution 2270.
Since resolution 2270, the European Union has adopted additional sanctions measures and made minor changes to the implementation by the European Union of the sanctions measures in that resolution. These were given effect in specified Overseas Territories by the Democratic People's Republic of Korea (Sanctions) (Overseas Territories) (Amendment) (No. 2) Order 2016 (S.I. 2016/769).
Most recently, the European Union has made some minor changes to the sanctions measures in Council Decision (CFSP) 2016/849, as amended by Council Decision (CFSP) 2016/1341, and Council Regulation (EC) No 329/2007, as most recently amended by Council Regulation (EU) 2016/1333. This Order reflects those changes.
