Regulations made by the Secretary of State, laid before Parliament under section 2(4) of the Northern Ireland (Executive Formation and Exercise of Functions) Act 2018, for approval by resolution of each House of Parliament within twenty-eight days beginning on the day on which the Regulations were made, subject to extension for periods of dissolution, prorogation or adjournment for more than four days.

The Secretary of State, in exercise of the power conferred by section 2(1) of the Northern Ireland (Executive Formation and Exercise of Functions) Act 2018(1), makes the following Regulations.
1. These Regulations may be cited as the Northern Ireland (Extension of Period for Executive Formation) (No. 2) Regulations 2019 and come into force at 11.00 pm on 21st October 2019.
2. In section 1(1) of the Northern Ireland (Executive Formation and Exercise of Functions) Act 2018 (extension of period for Executive formation)(2), for "21 October 2019" substitute "13 January 2020".

Section 1 of the Northern Ireland (Executive Formation and Exercise of Functions Act) 2018 (c. 28) ("the 2018 Act") extends the period under section 16A of the Northern Ireland Act 1998 (c. 47) for Northern Ireland Ministers to be appointed following the Assembly election on 2nd March 2017 until 21st October 2019. Section 2(1) of the 2018 Act allows the Secretary of State, by regulations, to further extend that period until 13th January 2020.
These Regulations are made in exercise of that power and extend the period for appointing Northern Ireland Ministers until 13th January 2020.
An impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
