The requirements of paragraph 3(2) of Schedule 7 to the European Union (Withdrawal) Act 2018(1) (relating to the appropriate Parliamentary procedure for these Regulations) have been satisfied.

The Secretary of State makes the following Regulations in exercise of the powers conferred by section 8(1) of that Act(2).

Citation and commencement

1.-(1) These Regulations may be cited as the Competitiveness of Enterprises and Small and Medium-Sized Enterprises (Revocation) (EU Exit) Regulations 2019.

(2) These Regulations come into force on the later of exit day or on the 22nd day after the day on which they were laid.

Revocation of Regulation (EU) No 1287/2013

2.  Regulation (EU) No 1287/2013 of the European Parliament and of the Council of 11 December 2013 establishing a Programme for the Competitiveness of Enterprises and small and medium-sized enterprises (COSME) (2014-2020) and repealing Decision No 1639/2006/EC is revoked.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations are made in exercise of the powers conferred by the European Union (Withdrawal) Act 2018 (c.16) (in particular under sections 8(2)(a) and (d) of that Act) in order to address failures of retained EU legislation to operate effectively and other deficiencies arising from the withdrawal of the United Kingdom from the European Union.

An impact assessment has not been produced for this instrument as no, or no significant, impact on the private, public and voluntary sectors is foreseen.
