Coming into force in accordance with regulation 1
The Secretary of State makes the following Regulations in exercise of the powers conferred by section 41(1) of the European Union (Withdrawal Agreement) Act 2020(1).
1. These Regulations may be cited as the Merchant Shipping (Consequential Amendments) (EU Exit) Regulations 2020 and come into force immediately before IP completion day.
2. In regulations 4(2)(b), 5(2), 9(2)(b) and 10(2) of the Merchant Shipping and Fishing Vessels (Health and Safety at Work) (Miscellaneous Amendments) (EU Exit) Regulations 2018(2), for "exit day" substitute "IP completion day".
3. In regulation 2(2) of the Merchant Shipping (Monitoring, Reporting and Verification of Carbon Dioxide Emissions) (Amendment) (EU Exit) Regulations 2018(3), for "exit day" substitute "IP completion day".
4. In regulation 2 of the Merchant Shipping (Recognised Organisations) (Amendment) (EU Exit) Regulations 2019(4), for "exit day", in each place it occurs, substitute "IP completion day".
5. In regulation 3(6)(d) of the Ship Recycling (Facilities and Requirements for Hazardous Materials on Ships) (Amendment) (EU Exit) Regulations 2019(5), in the new paragraph (3), for "exit day" substitute "IP completion day".
6. In regulation 4(6) of the Ship and Port Security (Amendment etc.) (EU Exit) Regulations 2019(6), in the new paragraph 3A(3), for "exit day", in both places it occurs, substitute "IP completion day".
7.-(1) The Merchant Shipping (Marine Equipment) (Amendment etc.) (EU Exit) Regulations 2019(7) are amended as follows.
(2) In regulations 5 and 6, for "exit day", in each place it occurs, substitute "IP completion day".
(3) In paragraph 1(5) and (13) of the Schedule, for "exit day", in each place it occurs, substitute "IP completion day".
8. In regulation 2(4)(b), (5)(b) and (c) and (6) of the Merchant Shipping (Standards of Training, Certification and Watchkeeping) (Amendment) (EU Exit) Regulations 2019(8), for "exit day", in each place it occurs, substitute "IP completion day".
9. In regulation 9(1) of the Merchant Shipping (Passengers' Rights) (Amendment etc.) (EU Exit) Regulations 2019(9), for "exit day" substitute "IP completion day".

These Regulations make consequential provision in exercise of the power in section 41(1) of the European Union (Withdrawal Agreement) Act 2020 (c. 1) ("the 2020 Act").
Regulations 2 to 9 amend legislation relating to merchant shipping made in order to address deficiencies arising from the withdrawal of the United Kingdom from the European Union. The provisions being amended in this instrument will come into force on IP completion day by operation of paragraph 1 of Schedule 5 to the 2020 Act. The amendments made by this instrument substitute references to "exit day" in provisions (other than in relation to commencement of those regulations) with references to "IP completion day".
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
