Speech by Sir Terence Etherton: Challenges facing the judiciary in the next Parliament



The judiciary's single most important challenge from the perspective of the efficiency and effectiveness of dispute resolution and access to justice is the implementation of the most transformative court reform programme in a generation. This will include modernising IT, reforming procedures and consolidating the court estate. There has been a provisional allocation by the Treasury of £700 million over 5 years to modernise HMCTS subject to the production and approval of a transformative business case this month.
