Mae Gweinidogion Cymru yn gwneud y Rheoliadau canlynol drwy arfer y pwerau a roddwyd gan adrannau 66(1), 74A a 84 o Ddeddf Amaethyddiaeth 1970(1).

Bu ymgynghori yn ystod y broses o baratoi'r Rheoliadau hyn yn unol â gofynion adran 84(1) o Ddeddf Amaethyddiaeth 1970 neu, fel y bo'n briodol, o Erthygl 9 o Reoliad (EC) Rhif 178/2002 Senedd Ewrop a'r Cyngor(2) sy'n gosod egwyddorion a gofynion cyffredinol cyfraith bwyd, yn sefydlu Awdurdod Diogelwch Bwyd Ewrop ac yn gosod gweithdrefnau o ran materion diogelwch bwyd.

1. Enw'r Rheoliadau hyn yw Rheoliadau Bwyd Anifeiliaid (Sylweddau Annymunol Penodedig) (Cymru) 2009 a deuant i rym ar 23 Tachwedd 2009.

The maximum level of the substance in the premixture is the concentration which shall not result in a level of the substance higher than 50% of the maximum levels established in the feed when the instructions for use of the premixture are followed.

1. Mae'r Rheoliadau hyn yn gwneud diwygiadau pellach i Reoliadau Bwydydd Anifeiliaid (Cymru) 2006 (O.S. 2006/116 (Cy.14) fel y'i diwygiwyd eisoes gan O.S. 2006/617 (Cy.69), O.S. 2006/2928 (Cy.263), O.S. 2006/3256 (Cy.296), O.S. 2007/3171 (Cy.277), O.S. 2008/1806 (Cy.174) ac O.S. 2009/106 (Cy.20)) ("y Rheoliadau Bwydydd Anifeiliaid").

2. Mae'r Rheoliadau hyn yn darparu ar gyfer gweithredu Cyfarwyddeb y Comisiwn 2009/8/EC sy'n diwygio Atodiad I i Gyfarwyddeb 2002/32/EC Senedd Ewrop a'r Cyngor ynghylch y lefelau uchaf ar gyfer trosglwyddo'n anochel gocsidiostatau neu histomonostatau mewn bwyd anifeiliaid ar gyfer rhywogaethau nad ydynt yn darged (OJ Rhif L40, 11.2.2009, t.19).

3. Mae'r Rheoliadau yn diwygio Atodlen 5 i'r Rheoliadau Bwydydd Anifeiliaid drwy ychwanegu Pennod E sy'n pennu cyfyngiadau penodedig o ran trosglwyddo i fwydydd anifeiliaid ar gyfer rhywogaethau nad ydynt yn darged ychwanegion sootechnegol penodol at fwyd anifeiliaid (rheoliad 2 a'r Atodlen).
