The Welsh Ministers, in exercise of the powers conferred upon the Secretary of State by section 17(2) and (3) of the Road Traffic Regulation Act 1984 and now vested in them(1), and after consultation with such representative bodies as were thought fit in accordance with section 134(2) of that Act(2), make the following Regulations.

Title, commencement and interpretation

1.  These Regulations come into force on 2013 and their title is The M4 Motorway (Junction 49, Pont Abraham, Carmarthenshire) (50 MPH Speed Limit) Regulations 2013.

2.  In these Regulations-

"the M4 motorway" ("traffordd yr M4") means the M4 London to South Wales Motorway.

Imposition of a speed limit

3.  No person may drive a vehicle at a speed exceeding 50 miles per hour on that length of the westbound carriageway of the M4 motorway that extends from a point 600 metres south of its junction with the roundabout at Pont Abraham (Junction 49) in the county of Carmarthenshire to its junction with that roundabout.

EXPLANATORY NOTE

(This note is not part of the Regulations)

The power to make regulations with respect to the use of special roads under section 17(2) and (3) of the Road Traffic Regulation Act 1984 (except with respect to special roads generally) lies with the Welsh Ministers so far as they are exercisable in relation to Wales.

In exercise of the above power, the Welsh Ministers make these Regulations which impose a maximum speed limit of 50 miles per hour (instead of the general 70 miles per hour speed limit imposed on motorways by the Motorways Traffic (Speed Limit) Regulations 1974 (S.I. 1974/502)) on the length of the M4 motorway specified in the Regulations.

A full regulatory impact assessment has not been produced for this instrument as it is made for highway safety reasons and it has no impact on the costs of business.

1984 c.27. By virtue of S.I. 1999/672, article 2 and Schedule 1, and section 162 of, and paragraph 30 of Schedule 11 to, the Government of Wales Act 2006 (c.32), these powers are now exercisable by the Welsh Ministers in relation to Wales.
