ROAD TRAFFIC (SIGNS) (AMENDMENT) REGULATIONS, 1969. |
||
The Minister for Local Government, in exercise of the powers vested in him by section 5 of the Road Traffic Act, 1961 (No. 24 of 1961), and sections 91 and 95 of the said Act as amended by section 6 of the Road Traffic Act, 1968 (No. 25 of 1968), hereby makes the following Regulations-- |

Citation and Construction | ||
1. (1) These Regulations may be cited as the Road Traffic (Signs) (Amendment) Regulations, 1969. |
||
(2) The Road Traffic (Signs) Regulations, 1962 to 1966 and these Regulations shall be construed together as one and may be cited collectively as the Road Traffic (Signs) Regulations, 1962 to 1969. |

Definitions | ||
2. In these Regulations-- |
||
" the Principal Regulations " means the Road Traffic (Signs) Regulations, 1962 ( S.I. No. 171 of 1962 ); |
||
" the 1964 Regulations " means the Road Traffic (Signs) (Amendment) Regulations, 1964 ( S.I. No. 56 of 1964 ); |
||
" goods vehicle " means a vehicle used exclusively for carrying goods; |
||
" loading bay " means that portion of a meter parking place indicated by means of a traffic sign, on which, at certain times, a vehicle, other than a goods vehicle being used for loading or unloading, shall not be parked. |

Amendment of Article 12 of the Principal Regulations | ||
3.--(1) Article 12 of the Principal Regulations is hereby amended by the addition of the following sub-paragraphs-- |
||
" (1) (i) a continuous yellow line approximately four inches wide extending along the edge of a roadway in a built-up area and situated approximately twelve inches from that edge--to indicate that parking of vehicles is prohibited or restricted at certain times on that side of the roadway, |
||
(ii) two parallel continuous yellow lines approximately four inches apart extending along the edge of a roadway in a built-up area, each line being approximately four inches wide, and the line nearest to the edge of the roadway being situated approximately twelve inches from that edge--to indicate that parking of vehicles is prohibited or restricted at any time on that side of the roadway; |

(m) two pairs of white lines approximately four inches wide, the lines in each pair being approximately four inches apart, extending from the edge of the roadway towards its centre-- |
||
(i) one pair being placed at each end of a series of parking bays or |
||
(ii) placed so as to contain between the pairs a series of parking bays and an adjoining loading bay or bays |
||
the lines to be parallel to and of the same length as the roadway marking used to indicate the parking bays--to indicate a meter parking place; |
||
(n) the word ' LOADING ' written in white--to indicate a loading bay in a meter parking place." |
||
(2) Article 12 of the Principal Regulations is hereby further amended-- |
||
(a) by the deletion of sub-paragraph (h) (inserted by article 3 of the 1964 Regulations) and |
||
(b) by the addition of the following paragraph-- |
||
" (2) A roadway marking to indicate a prohibition or restriction on parking may be accompanied by a plate as set out in Part IX of the First Schedule to these Regulations." |

Amendment of Article 2 of the Road Traffic (Signs) (Amendment) Regulations, 1964 | ||
4. Article 2 of the 1964 Regulations is hereby amended by the substitution for the definition of " meter parking place " of the following-- |
||
" ' meter parking place ' means a place on a public road where the parking of vehicles is subject to the payment of fees by means of parking meters;". |
||
Amendment of First Schedule to the Principal Regulations | ||
5. The First Schedule to the Principal Regulations is hereby amended-- |
||
(a) by the deletion in Part VI of paragraph 3A (inserted by article 5 of the 1964 Regulations); |
||
(b) by the addition to Part VI of the following-- |
||
" 8. Sign 213, placed on or affixed to a parking meter at a parking bay may be used to indicate that parking is prohibited in that parking bay, the dimensions of the sign and of the border, the oblique red band and the letter P being reduced but so that the diameter of the sign shall not be less than six inches."; |
||
(c) by the deletion of section A of Part VIII (inserted by article 5 of the 1964 Regulations); |
||
(d) by the deletion from clauses 1, 2, 3 and 4 of section B of Part VIII (inserted by article 5 of the 1964 Regulations) of the words " required by bye-laws under section 90 of the Act "; |
||
(e) by the substitution in the diagram in clause 2 of section B of Part VIII (inserted by article 5 of the 1964 Regulations) of " 16' 0" to 17' 0" " for " 17' 0" "; |
||
(f) by the addition of the following-- |

" PART IX |
||
PLATES IN CONJUNCTION WITH ROADWAY MARKINGS |
||
The plate to accompany a roadway marking indicating a restriction or prohibition on parking shall be a rectangular plate adjacent to such marking which shall furnish information in regard to the restriction or prohibition including the days and hours when the restriction or prohibition applies. The plate shall have black letters on a white field or, where a prohibition on parking while goods are being loaded or unloaded applies, white letters on a red field." |

6. The Principal Regulations are hereby amended by the addition after article 18 of the following-- |

" PART V |
||
PORTABLE TRAFFIC SIGNS FOR THE CONTROL OF TRAFFIC BY THE GARDA SÍOCHÁNA UNDER SECTION 91 OF THE ACT |
||
19. The portable signs to be used by the Garda Síochána in exercise of the powers conferred on them by section 91 of the Act for the purposes of diverting, regulating or controlling traffic and for regulating or controlling the parking of vehicles shall be Signs 204, 205, 206, 207, 208, 209, 212 and 213 as prescribed in article 8 of, and Section D of Part III of the First Schedule to, these Regulations and the provisions of sub-paragraphs (a), (b) and (c) of paragraph (2) of article 8 of these Regulations shall apply to such portable signs save that the dimensions of the signs and of the symbols and letters thereon may be reduced but so that the diameter of the sign shall not be less than seven inches." |

EXPLANATORY NOTE. |
||
The Regulations amend the Road Traffic (Signs) Regulations, 1962 to 1966, to provide for the use of new roadway markings to indicate parking restrictions and prohibitions and to indicate a meter parking place. The Regulations also prescribe portable traffic signs which may be used by the Garda Síochána for the control of traffic as provided for in section 91 of the Road Traffic Act, 1961 . Other minor amendments are also provided for. |
