INLAND POST AMENDMENT (NO. 67) SCHEME, 2003.

INLAND POST AMENDMENT (NO. 67) SCHEME 2003

AN POST, in exercise of the powers conferred on it by Section 70 of the Postal and Telecommunications Act 1983 ( No. 24 of 1983 ) as amended by regulation 8 (4) of the European Communities (Postal Services) Regulations 2002 ( S.I. No. 616 of 2002 ) hereby makes the following Scheme:

1.     This Scheme may be cited as the Inland Post Amendment (No. 67) Scheme, 2002.

2.     This Scheme shall be operative with effect from the 2nd day of April 2002.

3.     In this Scheme, “the Principal Warrant” means the Inland Post Warrant, 1939 ( S.I. No. 202 of 1939 ) as amended;

“the Warrant of 1953” means the Inland Post Amendment (No. 5) Warrant 1953 ( S.I. No. 248 of 1953 );

“the Warrant of 1974” means the Inland Post Amendment (No. 19) Warrant 1974 ( S.I. No. 280 of 1974 );

“the Warrant of 1981” means the Inland Post Amendment (No. 25) Warrant 1981 ( S.I. No. 116 of 1981 );

“Scheme No. 34” means the Inland Post Amendment (No. 34) Scheme, 1985 ( S.I. No. 445 of 1985 );

“Scheme No. 36” means the Inland Post Amendment (No. 36) Scheme 1986 ( S.I. No. 362 of 1986 );

“Scheme No. 47” means the Inland Post Amendment (No. 47) Scheme 1991 ( S.I. No. 95 of 1991 );

“Scheme No. 57” means the Inland Post Amendment (No. 57) Scheme 1998 ( S.I. No. 129 of 1998 );

“Scheme No. 63” means the Inland Post Amendment (No. 63) Scheme 2002 ( S.I. No. 632 of 2002 ).

4.     All rates and charges payable upon letters and postal packets in this Scheme pertain to postal packets outside the “reserved area” as defined by the European Communities (Postal Services) Regulations 2000 ( S.I. No. 310 of 2000 ).

5.     Words defined in the Principal Warrant shall have the same meaning in this Scheme.

6.     The First Schedule to the Principal Warrant is hereby amended by the addition to the entries therein contained (as inserted by Regulation 6 of Scheme No. 63) of the entries in the First Schedule to this Scheme.

7.     The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein contained (as inserted by Regulation 18 of Scheme No. 57) of the entries in the Second Schedule to this Scheme.

8.     The First Schedule to Scheme No. 36 is hereby amended by the addition to the entries therein contained (as inserted by Regulation 13 of Scheme No. 47 and Regulation 21 of Scheme No. 57) of the entries in the Third Schedule to this Scheme. In the event that there is a conflict between a rate payable in accordance with the entries inserted in Scheme No. 36 by Regulation 13 of Scheme No. 47 and Regulation 21 of Scheme No. 57 and a rate payable in accordance with those inserted by this Regulation, this Regulation and the entries contained in the Third Schedule to this Scheme shall prevail.

9.     Regulation 5 of the Warrant of 1953 (inserted by Regulation 12 of the Warrant of 1974, as amended by Regulation 11 of the Warrant of 1981) is hereby amended by the deletion of the words “and, in addition to postage, a fee of one new penny shall also be charged”.

10.     Regulation 6 of Scheme No. 34 is hereby amended by the deletion of the words “and, in addition, a fee of one penny per item shall also be charged.”

Minimum dimensions:

Length, 100mm, width, 70mm. In roll form, length and twice diameter, 170mm, greatest dimension, not less than 100mm. The minimum dimensions do not apply in relation to letters which bear a rectangular address label of cardboard or strong paper of which the dimensions are not less than 100mm by 70mm.

Maximum dimensions:

Length, 610mm, width, 460mm, depth, 460mm. In roll form, length and twice diameter, 990mm, greatest dimension, 810mm.

A letter upon which no part, or a part only, of the postage thereon is prepaid may be forwarded charged with the amount of the deficient postage plus a handling charge of 63c.

(a)        This rate applies to flats which are defined as items with maximum dimensions: Length 400 mm, Width 300mm, Depth 25mm.

(b)        This rate applies to packets which do not fall within the flats definition.

3.   Literature and articles for the blind.

Transmission without charge.

As for item 1 in this column.
