The Department of Finance and Personnel makes the following Regulations in exercise of the powers conferred by Article 54(4) of the Rates (Northern Ireland) Order 1977(1).
1. These Regulations may be cited as the Rates (Appeals) (Amendment) Regulations (Northern Ireland) 2011 and shall come into operation on 22nd November 2011.
2. In Schedule 2 to the Rates (Appeals) Regulations (Northern Ireland) 2007(2) after paragraph 4 there shall be added the following paragraph-
"5. An appeal under paragraph 9 of Schedule 8B to the Rates (Northern Ireland) Order 1977 from a decision of the Commissioner on an appeal under paragraph 4 of that Schedule where that decision concerns a building which is, or when next in use is likely to be, used wholly for the purposes of a private dwelling.".

These Regulations amend the Rates (Appeals) Regulations (Northern Ireland) 2007 to provide that an appeal may be made to the Northern Ireland Valuation Tribunal from a decision of the Commissioner of Valuation for Northern Ireland on an appeal against a building completion notice where that decision concerns a building which is, or when next in use is likely to be, used wholly for the purposes of a private dwelling.
