DANGEROUS DRUGS

The Controlled Drugs (Substances Useful for Manufacture) (Intra-Community Trade) (Amendment) Regulations 2001

The Secretary of State, being a Minister designated[1] for the purposes of section 2(2) of the European Communities Act 1972[2] in relation to the notification and control of substances and the control of the import and export of goods, in exercise of the powers conferred upon him by that section, hereby makes the following Regulations:

     1. These Regulations may be cited as the Controlled Drugs (Substances Useful for Manufacture) (Intra-Community Trade) (Amendment) Regulations 2001 and shall come into force on 12th December 2001.

     2. Schedule 1 to the Controlled Drugs (Substances Useful for Manufacture) (Intra-Community Trade) Regulations 1993[3], which specifies scheduled substances for the purposes of regulation 2 of those Regulations, shall be amended by the insertion in Category 1 of that Schedule before the words "1-phenyl-2-propanone" of the word "Norephedrine".

EXPLANATORY NOTE

(This note is not part of the Regulations)


The purpose of these Regulations is to include the substance norephedrine in Category 1 of Schedule 1 to the Controlled Drugs (Substances Useful for Manufacture) (Intra-Community Trade) Regulations 1993 in accordance with Council Directive 92/109/EEC (as amended by Commission Directive 2001/8/EC) and with the decision taken by the United Nations Commission on Narcotic Drugs in March 2000 to include norephedrine in Table 1 of the Annex to the 1988 UN Convention (the Vienna Convention).
