"the Chief Inspector" ("y Prif Arolygydd") means Her Majesty's Chief Inspector of Education and Training in Wales[2]; and

"working day" ("diwrnod gwaith") means a day which is not a Saturday, a Sunday or a bank holiday.

Action plan
     2.  - (1) A statement under section 128 of the 2000 Act ("an action plan") must be published within the period of 50 working days (whether or not there is a requirement that it be translated), from the date on which the report of the inspection concerned was published under arrangements made by the Chief Inspector.

    (2) The action plan must be published by making it available at the offices of the person who provided the inspected service, for inspection by members of the public at all reasonable times, and on any internet web-site of that person which is associated with the service.

    (3) A copy of the action plan must be sent free of charge to each of the following  - 

(a) the Chief Inspector;

(b) the National Assembly for Wales;

(c) the National Council for Education and Training in Wales;

(d) any other organisations which contribute to the provision of the youth support services who were not included within the original report from the Chief Inspector;

(e) young people's representatives groups within the area for which the local authority is responsible;

(f) all school councils within the area for which the local authority is responsible; and

(g) any partnership established by the local authority to encourage, enable or assist young persons (directly or indirectly)  - 


(i) to participate in education or training,

(ii) to take advantage of opportunities for employment, or

(iii) to participate effectively and responsibly in the life of their communities.

    (4) A copy of the action plan must also be sent (free of charge) to any member of the public who request a copy.
