CIVIL SERVICE (EMERGENCY BONUS) REGULATIONS. 1945.

I, PROINNSIAS MAC AODILAGÁIN, Minister for Finance, in exercise of the powers conferred on me by subsection (1) of section 9 of the Civil Service Regulations Act, 1924 (No. 5 of 1924), and of the powers conferred on me by subsection (3) of section 2 of the Ministers and Secretaries Act, 1924 (No. 16 of 1924), and of every and any other power me in this behalf enabling hereby make the following regulations :—

1. (1) These Regulations may be cited as the Civil Service (Emergency Bonus) Regulations, 1945.

(2) The Civil Service (Stabilisation of Bonus) Regulations, 1940 to 1944, and these Regulations may be cited together as the Civil Service (Stabilisation of Bonus) Regulations, 1940 to 1945.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

3. In these Regulations—

the expression " the existing emergency bonus " means the emergency bonus payable under Civil Service (Emergency Bonus) Regulations, 1944 ( S. R. & O. No. 43 of 1944 ), as amended by paragraph 5 of the Civil Service (Bonus) Regulations, 1944 ( S. R. & O. No. 364 of 1944 ) ;

the expression " the operative date " means the 1st day of January, 1946 ;

the word " whole-time " means that the person, in respect of whom the word is used, is required to devote the whole of his time to the discharge of his official duties ;

the word " part-time " means that the person, in respect of whom the word is used, is required to devote part only of his time to the discharge of his official duties ;

the expression " the standard remuneration " means the weekly remuneration which would have been payable to a person if such remuneration were calculated in accordance with the provisions of sub-paragraph (2) of paragraph 4 of the Civil Service (Stabilisation of Bonus) Regulation 1940 ( S. R. & O. No. 177 of 1940 ), excluding any payment made to him in respect of overtime.

4. These Regulations apply to every person to whom the Civil Service (Stabilisation of Bonus) Regulations, 1940 ( S. R. & O. No. 177 of 1940 ), for the time being apply.

5. The existing emergency bonus shall cease to be payable in respect of any period commencing on or after the operative date.

6. The remuneration, in respect of any period commencing on or after the operative date, of any person of the class mentioned in column (2) of the Schedule to this Order at any reference number shall include the emergency bonus stated in column (3) of that Schedule at that reference number.

7. Neither the Civil Service (Stabilisation of Bonus) (Amendment) Regulations, 1942 ( S. R. & O. No. 258 of 1942 ), nor the Civil Service (Emergency Bonus) Regulations, 1943 ( S. R. & O. No. 1 of 1943 ), shall apply in relation to remuneration which includes the emergency bonus mentioned in paragraph 6 of these Regulations.

(b) is not a person (in this Part of this Schedule referred to as an excepted person) of a class mentioned in column (2) of Part II of this Schedule at any reference number.

A whole-time person (whether male or female) who—

per week 13/-

(a) is unmarried, and

(b) is not an excepted person.

A part-time person (whether male or female) who—

whichever is the lesser of the following—

(a) is either married or a widower or a widow, and

(a) 6/- per week plus 17½ per cent. of the standard remuneration,

(b) is not an excepted person.

(b) 12/6 per week.

A part-time person (whether male or female) who—

whichever is the lesser of the following—

(a) is unmarried, and

(a) 4/- per week plus 17½ per cent. of the standard remuneration.

(b) is not an expected person.

(b) 10/6 per week.

(a) she is a cleaner or a charwoman,

(b) she is married or a widow,

(c) she is subject to a condition requiring a normal working week of not less than 24 hours,

(d) her standard remuneration does not exceed 30/- per week.

A female in respect of whom the following conditions are complied with—

per week 10/6

(a) she is a cleaner or a charwoman,

(b) she is unmarried,

(c) she is subject to a condition requiring a normal working week of not less than 24 hours,

(d) her standard remuneration does not exceed 30/- per week.

7

A whole-time person being either—

A weekly sum equal to the amount of the existing emergency bonus plus 2/6 per week.

(a) an unestablished person (whether male or female) who is unmarried and has not attained the age of 21 years, or

(b) a person provided with free board or free rations.

8

A part-time person being either—

A weekly sum equal to the amount of the existing emergency bonus plus whichever is the lesser of the following—

(a) an unestablished person (whether male or female) who is unmarried and has not attained the age of 21 years, or

(a) 2/6 per week

(b) a person provided with free board or free rations.

(b) 7½ per cent. of the standard remuneration.
